Rumor has it that some people were asked to withdraw the request to take the voluntary separation while others were advised to volunteer because if the company had to resort to involuntary layoffs, those would not include any compensation packages.
Hate to have people going into holiday season unsure of whether they are employed, let alone be told that you are not needed/your job is gone.
