Doubt that Citrix will move to the West Coast
The west coast will by 40% more expensive to operate the company. All companies are moving away from California or at least reducing their footprints to lower cost states like Texas or Florida.
All states on the west coast with their heavy state tax burdens and heavy regulations are collectively driving companies out of their states (California, Washington, Oregon) and increasing personal taxes to cover the shortfall.
I doubt Elliot management would want to make this a west coast company, take on these meteoric state taxes and attempt to exit the company.
More likely Elliot will carve up the company like a Christmas Turkey and sell of pieces to match best fit with existing large corporations.
For example, sell NetScaler business to Cisco, sell XA/XD to Microsoft, sell mobility business to syniverse, etc.
There will be great anguish created by these actions but Elliiot does not care about any humans in the equation. We are just productivity dollars to them.

Focus on work, do not speculate.
