Brutal cut throat competition between Hardworking and lazy but managers a-- kissing employees

Hopefully this RIF will include management also. The alignment effort when RFMD acquired TriQuint was weak and resulted to far too many tiers within the org. We now have Directors reporting to Directors and Managers reporting to Managers. Nobody wanted their folks to be "demoted" so we've created this bizarre org structure with far too many levels. If we want to be a lean org, there should be no more than 6-7 levels between a newb Operator, at any site, and Bob.
If the managers are worthy of their positions, then they know who works hard and who is lazy, there should be no competition, but if managers are too blind to see thru the a--kissing and allows it then they should go, but will this layoff even touch any of the managers, probably not. No one is really safe. When they had the first big layoff, they took people that we thought they would never touch, but they did, that was a terrible time...they had all the ones to be layed off go to the cafeteria, like animals to the slaughter, and then they had boxes waiting for them when they came back and had x amount of time to get their personal items into the boxes and kicked them right out the door..terrible heartbreaking day if you were there at the time.
