Don't know much about market cap, but he is an "insider" and they have windows they are allowed to trade in. It closed not long after he sold and stays closed for a decent while.
Who the heck approved over 200k shares to CEO?

It was September 15th and is old news. Also 5k shares is a small amount of what he owns... over 200k shares. So not a massive move. Besides stocks usually go up after layoffs like this. Because expenses go down, so profits go up (in the short term at least).
All it really means is he has somewhere else he wanted to put the money... probably some small start up or something, or another house... whatever.
The boat isn't sinking, but it is overloaded. It needs to shed some weight. This is an unfortunate consequence of capitalism, which has lots of up sides, but some down as well.
It is rough on the people, no doubt about that, and how a company chooses to do it is often pretty crappy, but since they haven't done it yet, we don't know how well or poorly they will go about it. Though I am betting on poorly. :(
