Aflac IT is celebrating Diwali on October 19th. It will be held in Aflac's little Taj Mahal in corporate ridge, Columbus, ga. Does that answer your outsourcing question? I have to bring my passport to work these days. It's like being in a 3rd world country!
Aflac has outsourced for years. When I worked at their Worldwide Headquarters, I had multiple interactions with offshore IT personnel. They called me from internal extensions and send me instant messages and emails from an "aflac.com" email address. However, when I looked up their names in the company directory they mysteriously were not listed. Only IT employees in the US appeared in the company directory.
Aflac's newest offshore game is to outsource through a company based in the US. It is then that company who technically employs the offshore personnel. So when Aflac says "we don't hire people in other countries" technically they are correct.
Look at EXL--they are based in North Carolina but the employees performing the contracted work for Aflac (Claims, Policy Services) are located in India.
The answer to your question: Hell yes. And they are offshoring more and more. Aflac is transitioning to a cloud based paradigm, as well as moving as much work as possible to service providers, to the point that no one knows where anything is at, because the responsibility for the day to day operations is fragmented, as well as development.
Its like they are getting out of the people business, despite all their statements about employees being family, their greatest asset, blah, blah, blah.
