The National Student Clearinghouse numbers get worse every year. Higher education enrollment is down by 2.4 million from the peak of 2010-2011. Check out the numbers. I am projecting an enrollment loss of 5-7 million students from the Department of Education's 2023 rosy estimates. ED is projecting 23 million students in 2023, but it's more likely to be 16-18 million.
