What, they couldn't hire up and within to shuffle positions for employees to move up? Certainly worked in CEO's benefit years ago.

20 + years ago State Street used to promote people within the company up to higher positions
But then they realized they could hire cheaper workers from outside who knew nothing about
how a dept work.
I rather have mgr or supervisor who actually worked within the dept and knows the people
and the procedures of how things are done.
