A private company does not have to announce layoffs or how many

That's why we haven't heard numbers except 2-3k from M.D which we all know will be more. That was just a toss up number to answer questions about layoffs to the press.

A public company (ie: on the stock market) does if there is going to be more than 50...

I think the slow layoffs are both to keep from bad publicity and also the upper brass is still trying to figure out where they can make cuts....

That is different for all regions.

Some have criteria that if it is more than xx Employees in xx Days then you have to report to government or press

it's quite intriguing, will Dell off the stupid a-- managers or off the people who are cursed to roll up to the stupid a-- managers so the managers can hire another enthusiastic naiver set of workers to showcase themselves. or worse, off the good managers like they often do. the wfr analyst are either retarded or threatened

WARN isn't limited to publicly traded companies. However it IS US specific, and the minimum notification criteria is by job site, not by state or country. https://www.doleta.gov/programs/factsht/warn.htm

The criteria to trigger the requirement is pretty specific- but the 'job site' bit makes it very easy for any really large employer to plan well.

In California, if a facility lays off 50 or more people, the company is obligated to make an announcement thru the CA WARN notice.
