The core problem is that leadership gave up years ago - the stores are a disaster - terrible - the staff is cut to shreds, no motivation from the top besides threats of replacement - lay offs, sales are in the tank, low inventories and a joke to the vendor community. While I hate to even say it, the "giving it your all" has been gone for awhile because everyone who did was kicked out. Very sad within the company right now and only getting worse. Great companies don't thrive on threats.
This post is golden for that last line, @OmaoE8k-3euu. If the only way for a company to "motivate" it's workers is to threaten them with pay cuts, demotions, or layoffs, that company is not going to be around for much longer.
