There is no CTO in this world who can change a company around, alone. It is a job for the entire company to rally around good leadership and a unified direction to turn a downward spiral into a positive direction. It won't be easy at Juniper. Rami has now picked his CTO, in Bikash Koley. He has aleady picked his leadership team for JDI. If the PLMs get good direction from the new CTO's office, and more importantly they follow it, there is a chance layoffs will be minimized, and good products developed, moving forward. Good products mean, building stuff that customers want, at pricepoints and quality that sales can sell. Again, this is a job for the entire company. Not just a handful of employees.
This type of change will require some tough cuts... getting rid of d---beat posers and butt kissers starting with worthless c-suiters down to VPs and directors. So, there should be cuts, and the question is will they be the right ones. Get busy Rami Rahim!
