I wonder considering the economic state of Sidney if these policy's by the CFO of the city of Sidney is right for today. A The new budgeting style does not signal any changes in city administration . the city isn't planning on downscaling anything any vital services. B. a five year budget plan a equipment reserve has been implemented and each department manager is being asked to budget for a certain amount of money to pay for these things in the future . I see this as a policy for a town in good economic conditions not for one which the city of Sidney Nebraska is in for today. Sidney Nebraska is going to have to look for a city manager who puts a stop to all major purchases until further notice. Secondary if you are a businessman an employee , a major business a homeowners in Sidney Nebraska you are considering every available measure to adapt a policy to deal with what ever happens with Cabela's in the future. The city of Sidney need to be doing the same thing.

Instead of cutting back on spending the city is increasing electricity rates- wtf. There will be not be enough jobs in town to support the city's budget when Corp moves to MO.
What is unfortunate is two fold:
The city of Sidney is running the budget like Tommy did - absolutely no regard for reality ( unfortunately there is no Bass Pro to bail them out)
Secondly, this fiscal disregard is a continuing problem that will no longer be supported by a successful Cabela's and all of the big wages and households of the workforce in general. The money needed will further increase on a supported basis, creating a totally unrealistic base of taxes for home and land owners. This has always been a Sidney" problem - unrealistically high taxation especially when considering the actual services for dollars spent.
Unrealistic, head in the sand, no reaction to realistic financial crisis - sound familiar - we had an incredible teacher this past number of years with Tommy and crew - unfortunately - they were rewarded for failure. Good luck with copying that, Sidney leadership.
Get real.
