Cost vs number of people in layoffs

Cost is much more relevant than number of people. If 10% is a number than it will likely be total cost or payroll cost. So you can lay off quantity 5 $60,000 employees or one manager being grossly overpaid at $300,000. NOV hasn't been very effective at the latter it would seem.

It would be great if this was the system used. But the thing is, when layoffs are happening, those five people will be the ones let go because the overpaid manager has somebody who has his back. Because it's the same thing each time, those doing the work get laid off, while those who are the true drain on NOV resources remain. If only it was merit based, but it's not, and it never will be...

That response is funny. NOV is rancid with nepotism. That's the only real reason they lay off workers and keep 'managers' who don't even know the job. Knowing what I know now, I would never hold NOV stock. The leadership is completely incompetent. I am surprised their stock price hasn't collapsed yet.

Realistically, the manager is more important (at least the good ones). A general employee is pretty useless without leaders. I'd rather keep my managers and have them do more regular work so that when things pick up I have that experience and leadership. Businesses aren't there for the little guy, they're there to make money. If you want charity, go get in line for food stamps.
