It has been almost a year since I first applied for a position that's a 100% match with my skillset... I've worked three fairly short term contracts since then and I really do not want to do yet another one. Do you know if they have an intention of lifting the IBM hiring freeze and it makes no sense for me to keep extending this.

Dubuque has been cutting heads, down to 2 floors basically. If you are holding out for a contract there I would scrap your plans and move on.
IBM, Cisco, and HP ... avoid them all
Do yourself a favor and move on.
A Midwest US candidate here.. I have accepted offer from outsourced recruiter. My start date is getting pushed back every day... At this point, I've started looking for other opportunities.
