Yes it should blacklisted
layoffs should be fine. the only question here is how it should be done. 3 months severance pay should work.
actually, cognizant should split the companies into 2 - one where legacy work is done .salary should be low here . second a company where the new stuff is done with highly skilled folks -where barriers of entry are high. i.e no mass hiring. pay them very highly too.
in the former case, layoff should be with 1 month notice and 3 months severance pay. in the latter, 1 wk's notice, no severance pay
Respective Governments should investigate,if possible raid Cognizant HR bays and stop this illegal and unlawful act
