In my last 10 years (worked on a government contract), the few raises I got didn't even keep pace with increases in the cost of living. Figuring for inflation, by the time I quit, it was like taking a $10k pay cut. Never got any bonuses. Sadly, I was still one of the better paid people on my team (I know this from catching sight of some figures on a spreadsheet my manager accidentally sent out)
My new job hired me in at market salary (15% increase in my pay) and on my first review, a raise and bonus. I'm on track to earn a maximum bonus and raise next go around.
HPE has a screwed up corporate culture that punished actual performers and discouraged managers from drawing too much attention to their top people. Nobody today should think of HPE as anything more than a temporary job to fluff up your resume, because the company certainly has no loyalty toward its employees.
