Yes this site is administered. also stores your location and any accounts you are logged in at that time. It's not a completely anonymous portal. It stores all the data to track someone, in case they threaten someone.
I've seen it too. Site rules - names not allowed here (can check all rules in the footer). Admins remove all threads and posts containing names, can ban your IP for it as well.
