If managers have not been getting laid off until now, what have they been doing with no one to manage?

When I was hired at IBM (2011) my 'business direction' manager had 5 FTE's reporting to her. As of today, only 1 remains - 2 were pushed out (over 50 with 15+ years ) and replaced with a contractor, the other was moved to a new account to avoid being RA'd. in summary, they get paid to do nothing..
Managers have been RA'd. I got pushed out last year (August) and my manager is out the door as of this June. A lot of the technical sales folks, a great many face-to-face sales folks and their managers have gone since last year.
