I have a technical layoff question here - Uber has been letting drivers go for a number of reasons. Do these firings constitute an act that can be considered as a "layoff" - this would result in possibly drivers getting unemployment claims and being paid by the government just like any other worker that has been laid off.

No Unemployment Claiming because Uber do not pay to EDD any money when hire a driver.
You should never work for Uber. It is very low rate !
