@1sfb - You are correct. Your manager has to approve it and the cost comes out of your org. The biggest negotiation is on the SSD drive size, of all things. I preferred to keep mine longer if I could while the new OS got rung out thru IT and all the relevant applications.
You can get one in a few hours... if your manager will pay for it.

I honestly the extended life cycle usage was to gather as much SEMA usage data for Q&R models. SEMA is an IT tool which measures sleep,wake, power on/power off, CPU usage, etc data. At one point it collected a lot more data like web usage, email usage, etc - it was a very interesting dataset. Not sure if they still do or not.
