OA VLOs appear to be due to reductions in middle and senior managers, many through retirements. Also see multiple building shutdowns and a big push for quicker program decisions to stem loss of future business due to customer perception of slow response times.

So does the VLO have anything to do with the Exec layoff or are the OAs not needed due to layoffs of lower level work groups getting RIFed and not reported on the Missouri WARN site
