skilled guys dont get jobs and unskilled one enter due to corrupt recruiters and become managers quickly and garner credit for work done by real techies

techie is hired and made team leader and asked to mentor the team and once team stabilizes the techie is forced to move to bench and delivery manager takes credit for work done by the techie and also claims cost saving and profit improvement by eliminating his cost.
In the appraisal cycle the techies contribution is not acknowledged and HR wont take up the grievance if the person is bench. if he persists he is told if u are good why did DM push u to bench etc.
the syndicate of delivery managers now start slave trading the techie putting the same negative remarks consistently and once they detect that person might escape to competitor he is fired.
Corruption in HR starts at campus recruitment where IT HR collects money from placement cells of private engineering colleges this is very rampant in Pune .
Money changes hands in third party payroll type employment also as the employee is given only one third of the billed amount the rest divided between delivery head , HR and third party payroll agency.
I am assuming this is in India. Here in the States we have other problems.
