Does a person who leaves Intel before end of year, get their partial share of the annual performance bonus ?

OP: yes
You have to be on the books as of 12/31 to get the APB. I know cause I quit in February.
Must be employed Jan 1st, unless part of the ACT, but future ACTs won't be so generous
So far as I know, you only get a prorated APB if you meet an Intel retirement criteria such as 55 and 15, rule of 75, or age 65
