Of course ! they are thats why there will be no more merit increases after in 2018. If thats not letting every one know your going to be a contactor. And the dead giveaway is PTO for your vac,sick,per etc.

Lots of regular jobs give pto (paid time off) also to however you see fit.

Lets say you now get 4 weeks vacation and 7 Personal/Sick days.That is a total of 27 days.Now comes 2018 and ATS goes to PTO format but instead of giving you a pool of 27 days for you to use they give you 20 days would you be happy.You lost 3 days in 2017 and now you lost another 7 days 2018 a total of 10.This was for the person that replied before me ,yes there are a lot of non-contractor organizations that use PTO but not many of them will give you the shaft.
