Richard Shabman, an IBEW Local 3 member for 37 years who works out of the northern Manhattan shop, said Spectrum had violated its franchise agreement with the city by bringing in out-of-state replacement workers.
“We’ve seen license plates from Ohio, Illinois, all over. These are the scabs the company hired — against their agreement with the city,” said Shabman.
