It is not voluntary. It is forced. "Take the package because we are doing layoffs this fall. If you don't accept we will rif you in the fall during our next round of layoffs and then you will have nothing.."
The packages were offered about 7% of Fidelity’s 45K employees - it's the US and other locations.
