Intel was built on three things:
Great insight from senior management.
The ability to hire the top of the class engineers.
Employees willing to work 12 hour days.
This provided growth that allowed Intel to not lay off people for decades.
How many of these attributes are still prevalent at Intel ?
If all three, then layoffs are over, if anyone is missing enjoy the calm but realize you are in the middle of the hurricane.
Senior managers have great insight about surviving at Intel. And not much else. Years of monopoly and infighting have resulted in managers adept at political alliances, making themselves look good and FOCAL gamesmanship. They are professionals at working at Intel.
Intel culture actively drives away the best and the brightest. Smart, capable people who know what they're doing threaten existing Intel employees. "The emperor has no clothes" and it doesn't take long for smart people to figure this out.
People are at work, either because they're forced / on call or for visibility. I've never worked at a place where so many people were simply going through the motions or scheduling meetings for the purpose of being visible / claiming accomplishment.
Intel has a broken, broken culture and no online management training or badge of Intel values is going to fix it.
One and two is totally lacking.
There is little insight from management. All of senior management are x86 yes men who only have seen and managed success in a monopoly so few know anything more than winning in a monopoly. Just look at the top dog, a manufacturing monkey who's mother organization iss failing everywhere.
Smart tier 1 students avoided intel. Who wants to come here with the reputation it has and the lack of leadership. Just look at the top dog a graduate from San Jose State. Why would MIT, Stanford or Cal want to be led by a bozo like that?
Those that are here work crazy hours because they are too stupid to leave
