She's a liar. She has told similar lies to several states, just to get incentives from them, and then not followed through on the number of people she said she would employ there. IBM has lost incentives and been sued over this repeatedly. So it's one con artist trying to con another, in this case. The respectable tech leaders are refusing to attend this meeting today.
