Are laid off American expats eligible for any kind of unemployment benefits in the US until they can find a new job?

In California you need to be contributing to EDD in order for you to be eligible - SA was not doing it

Saudi Aramco do not contribute anything towards unemployment insurance to the state where the American expat come from. So, you do not get any unemploymebt benefits. My friend who work in TWC TexasxWork Commission confirmed this.
