IWS has been on this path for years, with the same core management promoting themselves over and over again, shuffling their roles around but still making the same poor ill thought out decisions, designed to fulfill the goals they set for themselves for their HR performance, so they can check it off at the end of the year and say they did it and did a good job.
There should not be any more silos at IWS and yet there is nothing but as everyone wants their slice of an empire to protect themselves.
Middle management and their management are not accountable for their mistakes. Lessons learned upon lessons learned creates new processes to cover up for plain bad decision making.
