Not defending Intel here, but per the article, checks aren't bouncing - apparently some UK banking regulations don't allow Western Union checks. The original Basis failure was a much more compelling story than this rather unfair and trivial footnote.
Intel has never been a consumer facing company. They sell to OEMs and have very little idea about the actual consumer.
In any event - someone should be fired for this whole fiasco - but as per Intel's retarded policies the guy will probably get a promo.

Compare Intel with VW: I have a VW diesel covered by the emission scandal. VW sent me $500 a few months ago as a goodwill gesture, then just offered to basically refund my full purchase price plus give me a few thousand dollars more and buy the car back. They can do the right thing, even with the huge emission mess. Intel will never get its customers to ever trust them again. What buffoons...top to bottom.
This crap would never have happened under Noyce, Grove and Moore. They had incredible integrity, made good business deals, and stood behind their products. The same cannot be said for the muckity muck currently leading the company.
