This will be the targeted layer for next clean-up. Very few first/second line managers been hands-on of products they are currently managing. At least first line managers should have had working knowledge of products under them. With acquisition/merger/closure in past, many dummies with only people management skills (Oh really!?) and short-cut promotions are at the helm. With no technical background to differentiate between complex vs. trivial issues, what can smart and hard working reports expect from them? Even organization can't benefit from this pampered lot in anyway, in-fact they damage employee morale. If passing top Mgmt diktat to below and haunting reports are the primary people management skill required at these layers, why pay huge $$$ for it? Non-technology stream managers can do it more efficiently at much lesser price.! Cross BU/product stuffing of this unfit layer is going to cost organization and employees very dearly and needs addressing soon.

Is this problem, if ever true, solved lately?
There were large numbers of 'technical experts', especially at ATD level, who used to be relevant but are now just vesting their equity out. A number of them are barely doing any work. Broadcom Ltd. should look more closely at these very expensive heads - they are coveted by local management as they are friends.
Interesting perspective, tend to agree. While VP & above Tech Director & below become easy targets, this mid section visceral fat stays largely unaffected. Remember that for every ounce of stubborn fat cut, many ounces of working muscles can be saved.

Haha...You are one frustrated soul. All those Manager/Sr.Manager/Director/even Sr.Directors are sitting pretty because they manage different geographies and are located in different geographies too !!
