DWC is not a victim of anything . ITT took it onto their portfolio because of its regional accreditation and to move into the online Masters Degree market.

DWC is unfortunately a victim of circumstance. The college is actually a bright spot in terms of ITT Tech's troubles, as it existed separately for decades before it was bought out. Unfortunately it looks like it might just get dragged down alongside the parent company.
