Dish is laying people off company wide to make up for lost revenue. Lately dish has lost focus on its core being a sat TV provider. Instead launching cell phone repair which is doing horrible due to lack of advertising,Solar, home automation(tried 2x and failed), and it's SHS which constantly gives away free products and services. Further, they have brought over a great deal of policy and procedure from its call centers to its IHS side. This is flooding the department with technicians who only know how to follow flow charts, and removing it's veteran tech who know what they are doing.

This is not entirely true, Dish is getting away from their core business, but it is because of the mature paid TV market. DISH is currently in preservation mode, and smart home services (solar, home automation, etc) is just an attempt to diversify the business to stay alive.
DISH has had several layoffs throughout the year, cconveniently they kept the numbers under 500 each time to get around the WARN act.
