Enforced Fluctuation

Spoke with some guys at higher management level, and the word of the day is "enforced fluctuation". They are trying to let branches they no longer want die out with only the brightest still maintaining what is left of them while bringing in new people to build up new areas.

Want proof? They are actually hiring new people for IoT and automotive in the middle of ACT. Practically no internal recruitment happened for automotive even though they are hiring several hundred people there.

Intel simply has no interest in developing internal people. The Intel development plan is to get rid of low/average performers and to bring in bright people that were developed by other companies. ACT was only the first step in that direction. There are more severance programs coming in 2017. HR is already preparing for it which is one reason why quite a few HR people have left the company recently - they are not willing to support this anymore.

Yep, they are hiring lots of Indians in the US. After all, they know where the good Indians are - certainly not in India.

But the hiring decisions at Intel have still been questionable. See the San Diego site for example where they wanted to attract top talent from Qualcomm. In the end, they got people who were forced out of Qualcomm for bad performance. I know a lot of people at Qualcomm and they were laughing about the mediocre people Intel hired in San Diego. After all, why would anyone leave Qualcomm for Intel's terrible salaries? So it's not surprising that those guys had practically no real role in getting the Apple contract. And well, Murthy wasn't exactly a top pick either. ;-)

@1xio have you been to Intel sites in the US, I would not say there is a lack of Indian, if anything hiring has increased in this group.

@JG1dAWC-1fhp well said I had direct orders to fastrack below average URM over tier 1 Asian and Indian talent, "We already have enough of those, any more of them and my numbers will really be busted " was the word from the top.

No, ACT was about lowering average age and average TCOMP. Then they backfill with RCG's to reduce costs and to bump up the diversity numbers.

Yes, some areas were hiring during ACT, and many others are continuing to do so. I don't think they're hiding it. When we end 2016 roughly flat headcount-wise it'll only prove the point.

As to what talent they're bringing in, to me it's seemed like mostly mid-tier RCG's. The scraps after good companies have taken their picks. Top talent doesn't want to come here, and (being bluntly honest) hiring based on diversity instead of ability is going to net you a lot of B students. Not saying diverse people aren't A's, just that you'll also bypass non-diverse A's to pick up B's to help hit your quota. Long-term, it's really going to hurt when you do this AND remove all the experienced mentors at the same time.

Internal people can't think out of the x86 and drone of Moore's Law, but bright outsides will be crushed by their senior managers who share the same lack of knowing anything beyond x86, LOL

Intel is only able to attract talent if they significantly increase total compensation or double salary. No intelligent millennial in their right mind will want to join Intel. Only idiotic DBs who think they're hotshots will jump on. And everyone knows these are not quality.

Sounds plausible. Wonder what kind of outside talent they will be able to bring in. Word is already out on the ACT debacle and how external hires were treated during the past couple rounds of layoffs. Even top RCGs are avoiding Intel unless they have no other choice.
