The 40 million number was a stupid arbitrary bridge to nowhere.
She was also responsible for Meego by the way.
The correct course of action would have been to embrace the ARM ecosystem and acquire some SOC expertise such as buying mediatek.
Not a fan of hers however she did say 4 years ago what has gone down the last few years with respect to layoffs if Intel did not hit the 40 million devices number.
