It's just more of the Tillman / Blue Jeans mentality. Goal: have everyone in his / her office shuddering in fear that they are next. After repeated assurances that the grim reaper has done his duty, on an entirely random basis, only to find colleagues still being walked out, an environment of pure fear takes over, especially for those in dire need of keeping their jobs.
