That phrase is straight out of ACICS criteria pdf at http://www.acics.org/accreditation/content.aspx?id=1460pdf
"2-3-230. Show-Cause Directive. When the Council determines that an institution is not in compliance, and is unlikely to become in compliance, with the Accreditation Criteria, the institution will be provided in writing with the areas of noncompliance and will be invited to “show cause” why its accreditation should not be suspended or otherwise conditioned."
This same section continues on with a lot of relevant stuff, and the next couple sections as well. But it gets to be really thick reading! It seems that once ACICS has a show cause hearing, it is more able to take significant action, since the school has had a chance to present its case. In this case, it seems that the DOE stepped up the game, but not until after ACICS decided on the show cause continuation.
Interesting how this doesn't have the phrase the DOE used in their justification for increased restrictions.
Nowhere in there could I find:
ACICS Directive and Continue Directive including the fact that ACICS accreditation standards state that the "Council determines that [the] institution is not in compliance with the Accreditation Criteria, and is unlikely to become in compliance."

Helps clarify actions of DOE. Placement fraud in nursing, as suspected-- considering so many nurses "placed" didn't pass licensure exams.
Called BS on their claims of welcoming feed back from faculty, at campus level, on curriculum.
