Makes sense. Many of the people managing the NASA account were failed NMCI/CoSC retreads.

If they brought in the consulting types, those that bounce between customers and projects, I believe it. Those folks don't think things through very well. Might be same story if it was leveraged folks. If it was steady state assigned folks, this would be an utter leadership failure. What a shame.
