The line workers are not evil. Yes, overall, it is the role of HR to protect the company from employees. You're naive if you think it is the other way around. But the average HR employee is not evil and out to screw employees. Some of them may have drank the Kool-Aid, sure. Besides, I am pretty sure it was not HR who decided to do the cuts--it must have started with the Board and MCM. I wonder if Rogoway's mole was someone at MCM-1 or high up in HR. The detail he had (which has now gone silent) indicates not an average employee, but someone high up who was uncomfortable with what was going to happen.
Personal survival. These HR-types will not be needed after the layoff goals are met. They needed something else in their accomplishments to keep their jobs. Have you ever met a useful HR person?
They have their marching orders.
