I got the letter and I wasn't in either of the ERP or VSP groups and wouldn't be close to qualifying for either.

Germany is where the Mergers and Acquisitions happen. It allows M&A employees to unofficially take a vacation with their partner to Europe on regular, reoccurring Intel paid business trips.
The original email went out to ERG membership, pretty indiscriminately by my guess, because a colleague received one after getting the ERP and was also being told her role was going away--then she gets the WARM letter? Mixed signals.
Germany is where the Infineon business (wireless modems) originally was. Germany is also the heart of the BMW innovations and wins Intel is currently focusing on. GER in general has a few R&D sites/campuses but it is heavily SMG.
My understanding is that the warmline was initially being rolled out to ERGs in the US. Then it would be all US employees...then global in the second half of this year....so that'd be sometime soon. I first heard about it back around the May timeframe I think - as an ERG leader.
Serious question: what does Germany do for Intel?
