Degrees from ITT Tech are already useless. USA already takes in H1B visa holders and STEM graduates (from USA institutions with real degrees) can often find a path to LPR if there is a job involved. None of that has fully addressed the shortage of qualified candidates that many employers report.
ITT sells is tech degrees on the basis of job opportunities but doesn't ensure that candidates have the aptitude for their degree programs and then spends as little as possible on actually teaching.
ITT tech is the problem here - not Clinton's ideas.
