Is it just me or contract rates are getting lower and lower every year? like down on par equally with full-time rates. Normally, contract rates are higher. Is this the new normal? Thanks.

Yep, this has been going on for years. You can't compete with companies like Wipro and Tata.

That's something women have dealt with FOREVER. There isn't equal pay for equal work. Put your big girl panties on and deal with it.
OK, @IU3REzT-1kgw---we're all dying to know. What kind of work do you do from home at those (still pretty good) rates?
In addition to contract rates plummeting, unfortunately, there is also some truth to the assumption that you will never get what you were making at Intel anywhere else, especially if you were there a long time and clawed your way up the compensation level. This may not hold true if you are in the Bay Area where there seem to be so many more comparable high-paying companies, or you have some exceptional technical skill set that languished at Intel. My ex-colleagues in the Bay are getting hired quickly and seem to be doing OK. But for the average employee in Oregon, say a senior admin or other non-tech support person, they were probably making top dollar compared to the open market. I took ERP and am expecting to have to live on SS and 401k going forward. Any job that I might qualify for--and assuming I make past the HR discrimination to actually land--will be icing on the cake. To be honest, a lot of the skills you learn at Intel are a bit out of date, not cutting edge, and you get niched into specialty roles.

I work from home for a full time job and a part time job (40 hours/20 hours). The full time job is 85 per hour and the part time is 52 per hour. Not bad, but rates are going down.

The net has killed rates I got 50 an hour but had to work with Filipino writers who were pretty good at 7 usd/hr I was basicly cordniating. Pushing work at 5pm getting it back at 7am. Have heard IBM does same for Patent work, they use off shore lawyers for prior art research and use US lawyers for review. It's going to be rough
This is indeed the new normal, at least in my field. I was a highly successful contractor to Intel in the mid-90s as a technical marketing writer. I charged 100 bucks an hour to no complaints. I went freelance again in 2004-2005 time frame and rates were down to 50 bucks an hour. I am ERP and thought I would get listed with Indeed.com, glassdoor.com and a couple of others. Rate for writing/editing is now down to 20 bucks an hour, and this time they basically want an all-in-one writer, editor, html coder, Adobe Cloud graphics designer and publisher, Wordpress master, and Google analytics and SEO person rolled into one. My daughter-in-law is a highly sought, seasoned copywriter and digital content generator and she feels lucky to get $15.

They even require an MS degree with experience......
