With all their employment law, works council and unions it appears our European colleague got hit harder with ACT than must of the rest of Intel. So why work for an American company without any job security or trust in the company?

It has nothing to do with Intel being an American company. Any company would rather do business in a country where labor laws aren't as unbalanced. Or put another way, every law that makes it harder to fire somebody also introduces a barrier for job creation. I'd hope that much is obvious, but when I hear about pushbacks to much needed austerity I guess it's not.
If one is specialised in LTÉ or UMTS protocol stack development Intel is unfortunately the only option in Europe...
I don't know. Ask Google Apple Amazon. They employ in Europe( in %) way more than Intel. Or ARM? Oh sh--... they are all in Europe.

Intel is sinking. European employees are too much weight. They have to be replaced by low cost Asian employees for it to stay afloat a bit longer.
