I think he meant 'focal', not focus: infecting Intel as evidenced by focus and retain urms
Just getting that corrected. :) Please correct me if you did mean focus since I'm unsure what that would mean.

usually new people don't know any better, don't know if things they've entered into are comparatively better or worse, since they don't have the historical context and may not even get to learn about them from veterans since they may have been booted or voluntarily left the team or Intel by the time of the new people's arrival. so the poor souls are left piecing things together by themselves and by the time they have an adequate accurate full picture and see how much worse things are than they used to be, they're already too deep in to being enslaved at Intel that it's too late to make a change. Maybe they've foolishly purchased a house in the area and therefore cannot just pick up and leave anymore..
as for tips on how to get promoted.. make sure you are one of the most vocal team members with high visibility.. make sure you have good relations with coworkers enough to get positive 360 feedbacks by helping them with a thing or two to get in their good graces and take control of shaping their perception of your performance this past year (yes, you target your 360 feedback candidates ahead of time so this is a work that starts beginning of next focal year).. and if they've chosen you as their feedback, be relentlessly brutally honest about their lack of output, quality, and etc. Be sure to be "in" with your manager and have his ear and respect so he takes your feedbacks seriously.. sorry folks this focal structure promotes hunger games style tactics...enjoy your time at Intel!
Work hard and learn what you can but plan on leaving within 5 years. This political correctness that is infecting Intel as evidenced by focus and retain urms and give them special treatment is causing a lot of mistrust and anger under the surface which will negatively affect teamwork and deliverables. Many experienced good people will be leaving not wanting to put up with it. This will impact Intel in a big negative way sometime in next 5 years
You will be below someone. So do a good below him/her.
perception is reality so just create a perception that you're competent and look like that you're working your a-- off.
RCGs really don't know any better, so they tend to go along with a lot of the BS. If you question it - no matter how stupid or counterproductive, you're out (i.e. on someone's sh%t list).
The problem is that if "the Intel way" is the only way that you know, those "skills" aren't really transferable elsewhere. And often just the opposite.
It's no coincidence that many of the people who have run Intel into the ground started as RCGs and never worked elsewhere.
Intel is a short-term prospect only. Consider it only if you are desperate to get to the U.S. or have no other options. Unfortunately, in some parts of Intel's U.S. footprint, they are the only big employer so people are lured in. Try to get out within 2-3 years. Still looks good on a resume--for now. That's about all. See post by @IJtlmKh-1pfz. Things may be different if you are in the regions, but that's the US reality. I was not in the fabs but have heard that is especially brutal. How to get promoted? Easy. Showmanship and Powerpoint skills.
Facts:
Intel has a mandatory 5% fail in EVERY GROUP. No matter how well your team is performing...5% will be CUT!!
If you like back stabbing people, lying and exaggerating about your accomplishments, lying about how much you LOVE your boss,
And
Living in FEAR everyday no matter how well you do that you will layed off - project cancellation
Agree with never getting anything done but attend meetings and then be accountable for stuff you never knew about
Wonder why Intel is doing this, because it makes ZERO sense...
NEVER finding out the correct information about a project, endless SharePoint sites
then..You will do great. And this is just the first month..haaaa

Run!
My advice to survive? Simple. Don't work here. It's a horrible place to work.
Be your managers pet and kiss his a-- so he can show things to his boss. You don't need technical skills.
I'm a 15+ year Intel employee. My reco - stay for about 2 years to get something on your resume then get a job somewhere else, especially if you aren't a diversity candidate. Intel is a horrible place to build a career. Get what you can out of it and bail.
Kiss your managers and managers managers a$$ is always a good recipe for success. Tell them what they want to hear and do whatever they want and tell you and do it fast and well
You have until December 2017 to perform to exceed or become outstanding in your grade group to stay onboard or move up to the next level. Otherwise you will be looking for a job around April 2018. The choice is yours in looking for a stable career.
