is it true that within the next few years, if there are layoffs in most tech companies, H1Bs will be the majority because most American tech workers had been laid off long ago?

From a business bottomline point of view, H1Bs, green badges, ICEs and outsourcing to cheaper geos are all logical. ACT is logical. That's what you get in an ultra capitalist society. Intel is doing the right thing employment-wise from a capitalist perspective. Every time they lay off a bunch of BBs, stock goes up. Right now, GBs outnumber BBs in OR and I am sure that will even increase with ACT. @zto: this is not a racist statement but you are right, people need to refrain from stupid comments like Indians being the cause for the current Intel actions. It's nothing personal, it is business.
There is some truth to what op is saying. If the revenues are down and layoffs need to happen many h1bs will be targeted the next time considering so many are hired
Whether this is a troll or not many smaller companies hire mostly H1B's. Check out their job posts, which for a small company might be of the order of 5-20 per year, then check their visa applications on sites like visadoor, etc.....chances are that as soon as they post a job opening they file for a visa anticipating that they will not find a "qualified" applicant...... a small company can hire all H1B engineers and still be below a required percentage so that it is not H1B dependent (hire admins, security, managers, etc., that are not on visas...)
