Its ironic we have external reqs open and some groups are hiring external candidates while we have laid off talented engineers? Shouldn't we hire internal candidates only during redeployments?

You are using regular math. Use manager math and it will make sense. With manager math we take credit for the cuts, but the hires are all strategic. In manager math, strategic hires don't count as headcount.

Fire 12000 here in the US and hire 12000 in India. Same head count.

12000 fired + 6000 hired = -6000

BK did layoff 11% of the company which was about 75% of the over 40 while males. He did this so he could back fill with URMs. See...all is good.
