OP you are late to the party! Intel can't possible even consider a bit due to antitrust. ARM is an open license business, Intel with it's x86 took the exact opposite path to maximize profits. Today the ARM open ecosystem will sell more than a BILLION CPUs in about everything but a few hundred million PCs and backoffice servers.
When the 14 and 10nm FINFET chips come out in the next three ARMy will fully overun intel. Already huge new factories are being built in Korea and Taiwan that each will ship 2-3x more of the ARMY than x86.
Intel could have embrace the ARMy but the CEOs keep on circling the wagons tighter and tigher around x86. If anything the tablet and mobile debacle only proves that the x86 simply can't compete in a open echosystem where performance/watt/$ are free for all to challenge.
If Softbank delivers on the promise of thousand of more engineers imagine the further development server capabilities and more infrastructure for IoT that will leave intel in the dust.
