Would a medical leave in 2015 imply a SSL4 and ISP in 2016? Has anyone been able to appeal And overturn ISP given due to medical leave?

You must have a decent manager. Some of us aren't so lucky...
There is no legal loop hole.
We are not immune to ISP or vsp.
But we are protected from discrimination
And we pay into the insurance and that's what it is for. If you can't go back. To work due to a medical problem
Don't assume we are milking the system. But we are entitled to protection from discrimination.

Shame on the people using the medical leave loophole. Just leave the company as quickly as possible and be done with them.

Even if you didn't write your self eval, you will still get focal. The results will be available when you are back at work.
What if you didn't write your focal, nor have signed anything, while on focal. Can you disputed that?
And how can you if you aren't at work to meet with manager and HR.
If ISP and medical leave got you ssl4/5 should appeal as they may not have prorated which means discrimination against a disability.
But on the other hand since we know ssl4/5 is ISP in the future it should be disputed as soon as you are aware of it and back to work.

Are you a white male? Then definitely a leave is an easy excuse to ISP you. How dare you take time away from glorious leader.
Last year 100% of the ISP folks I talked to had one of the following (1) sabbatical (2) maternity (3) other MLOA or FMLA (4) new manager (5) new group (6) long time in grade. To claim MLOA (as one of the above factors) is not considered is stupid. If the new manager has seen you for 2 months and the other direct reports for 12 months who do you think is getting the SSL4 - the new person or a known quantity? Even if they say there is no bias it doesn't take a genius to figure out the bias is real. FYI if you have 5 of the 6 above it's 100% guaranteed you'll get ISP, it happened to me.

Yup, your best appeal is to challenge whether the focal prorated your performance for work you've.
Sometimes foals ignore that.

Intel's and the state's policy clearly prohibits considering leaves in focals. Even if you worked two months in a year, your performance should be measured based on the two-months work you did.
You should question your manager why SSL4.
@xfs: what was the impact of the low stock level? I have heard people have appealed ISP immediately after the MLOA and won. I don't someone first hand hence trying to confirm
I would like to know how you are so confident in making the statement that no 'ISP' is given due to medical leave. The only time I have ever received a low stock level is after a return from an MLOA.
