We have heard about Arizona, and Ireland Fab Job cuts, not much about Israeli fab layoffs. What is happening over there?

Intel is obliged not to perform mass layoffs at the new fab as it has received a huge grant from the government to update it. Therefore mass layoffs were done in the R&D centers. A few small sites will be consolidated into one site in the next few months.

Since intel hired all the technical rcgs from the area the vendors are now searching for people to support the new, upgraded factory. Could be good for those people that might want to stay in the industry. As for me... not telling.

Wrong. China, Taiwan do not have ISPs. Just VSPs.
Wrong. ISP, VSP and ERP like in any other country.
Israeli government does not tax Intel on the chips it sells over there so no doubt that they are immuned from layoffs unless it's real performance issue.
