Most likely a Red State for which there are a lot of U.S. citizens consume welfare benefits. They probably had a decent paying unskilled/dumb as a doorknob job as an shale oil worker. But those jobs dried up once oil hit $40/barrel and the Saudi's applied the squeeze on U.S. shale companies.
Now, they are unemployed or underemployed at a fast food restaurant. They see a bunch of highly skilled foreigners making a lot more money them them, and they wonder. How come these foreigners have a better life than me?
Well, the foreigners graduated from high school, first of all. Duh!
